In all reality, there is little to no risk of HIV transmission during the receipt of a tattoo. New needles, and sterile equipment insure this.

"Tattooing or body piercing present a potential risk of HIV transmission, but no cases of HIV transmission from these activities have been documented. Be sure that only new needles, ink, and other supplies are used and that the person doing the procedure is properly licensed."-CDC, 2013

HIV, and AIDS need to be inside of the body to be deadly and open air is deadly to them. There are no recorded cases of transmission through clean saliva, tattoos, piercings, mosquitoes, etc. There have been cases of HIV being transmitted in extremely remote places where electric clippers are not sanitized properly between clients. The oil in the clippers actually protected the virus! It is simply and terribly incredible how physics works sometimes.
